देहरादून। मुख्यमंत्री पुष्कर सिंह धामी की अध्यक्षता में आज हुई कैबिनेट की महत्वपूर्ण बैठक में स्वास्थ्य विभाग से जुड़े कई अहम फैसलों पर मुहर लगी। स्वास्थ्य सचिव डाॅ आर राजेश कुमार ने अवगत कराया कि मुख्यमंत्री पुष्कर सिंह धामी और स्वास्थ्य मंत्री धन सिंह रावत के प्रयासों से स्वास्थ्य सेवाओं को राज्य के अंतिम छोर तक बेहत्तर बनाने के प्रयास लगातार जारी हैं।
इसी कड़ी में आज कैबिनेट बैठक में देश और प्रदेश में आम जनमानस की लाईफ लाइन कही जाने वाली अटल आयुष्मान योजना को लेकर बड़ा फैसला हुआ। इससे हजारों लोगों को बड़ी राहत मिलेगी। इसके तहत आयुष्मान भारत अटल आयुष्मान योजनान्तर्गत राजकीय चिकित्सालयों द्वारा लाभार्थियों को उपलब्ध करायी गयी चिकित्सा उपचार सुविधा के सापेक्ष चिकित्सालयों को प्रदान की जाने वाली क्लेम धनराशि पैकेज की दरों का 100 प्रतिशत अंश का भुगतान करने को लेकर किया गया। स्वास्थ्य सचिव डाॅ आर राजेश कुमार ने अवगत कराया कि 14 सितम्बर, 2018 के प्रस्तर 2.8 में राजकीय चिकित्सालयों द्वारा अर्जित क्लेम धनराशि का विभाजन किया गया है।
उक्त शासनादेश में विहित व्यवस्था में क्लेम धनराशि के 50 प्रतिशत अंश का भुगतान राजकीय चिकित्सालयों को किये जाने का प्राविधान है। इस व्यवस्था के कारण डायलिसिस केन्द्रों को आयुष्मान भारत अटल आयुष्मान उत्तराखण्ड योजना के अन्तर्गत किये गये उपचार के बीजकों के भुगतान में आ रही व्यवहारिक दिक्कतों के समाधान हेतु संशोधन के लिए आज मंत्रिमण्डल द्वारा सहमति प्रदान कर दी गयी है। इससे राजकीय चिकित्सालयों मे पी०पी०पी० मोड पर संचालित डायलिसिस केन्द्रों के संबंधित सेवा प्रदाताओं को पैकेज की दरों का 100 प्रतिषत भुगतान होगा और लाभार्थियों को डायलिसिस की सेवा निर्बाध रूप से प्राप्त होगी।
इसके साथ ही स्वास्थ्य सचिव डाॅ आर राजेश कुमार ने अवगत कराया कि इन्वेस्टर सम्मिट के दौरान इन्वेस्टेबल प्रोजेक्ट के रूप में चिन्हित स्वास्थ्य इकाइयों को दीर्घकालिक लीज पर निजी सेवाप्रदाता द्वारा संचालन किये जाने पर भी आज कैबिनेट ने अपनी मुहर लगा दी है। इसके तहत देहरादून के हर्रावाला क्षेत्र में 300 बैड के कैंसर चिकित्सालय और हरिद्वार जनपद में स्थित 200 बैड के मातृ एवं शिशु चिकित्सालय, चैन राय महिला चिकित्सालय को पीपीपी मोड पर देने के लिए मंत्रिमंडल ने अपनी सहमति प्रदान कर दी है। स्वास्थ्य सचिव ने कहा इन चिकित्सालयों को पीपीपी मोड पर देने से उपकरण क्रय, मानव संसाधन योजन तथा संचालन पर होने वाले व्यय की बचत होगी। साथ ही क्षेत्रीय जनता को गुणवत्तापरक विशेषज्ञ चिकित्सा सुविधायें तथा निदान की सुविधा प्राप्त होगी। अभी तक यह सुविधायें क्षेत्र में उपलब्ध नहीं है।
