नई दिल्ली /देहरादून, 27 जून मुख्यमंत्री पुष्कर सिंह धामी ने नई दिल्ली में केन्द्रीय मंत्री मनोहर लाल खट्टर से शिष्टाचार भेंट कर केंद्रीय मंत्री, आवास एवं शहरी मामले और केंद्रीय मंत्री ऊर्जा के दायित्व का कार्यभार ग्रहण किये जाने पर बधाई और शुभकामनायें दीं।

मुख्यमंत्री ने केंद्रीय मंत्री से केन्द्रीय तापीय संयंत्रों से 500 मेगावाट अतिरिक्त विद्युत आपूर्ति उत्तराखण्ड राज्य को स्थायी रूप से आवंटित किये जाने का अनुमोदन प्रदान करने का अनुरोध किया।

मुख्यमंत्री ने कहा कि उत्तराखण्ड राज्य में विद्युत उत्पादन हेतु केवल जल विद्युत ऊर्जा उत्पादन केन्द्रों की उपलब्धता है जिसके फलस्वरूप राज्य के कुल Energy Mix में 55% से अधिक ऊर्जा जल विद्युत ऊर्जा स्रोतों से प्राप्त होती है। कोयला आधारित संयंत्रों से राज्य के Energy Mix में केवल 15% ऊर्जा ही प्राप्त होती है। जिसके फलस्वरूप राज्य में बेस लोड क्षमता का अभाव राज्य की ऊर्जा सुरक्षा के लिये कठिन चुनौती बनता जा रहा है।

शीत ऋतु में राज्य के जल विद्युत ऊर्जा स्रोतों से औसतन 300-400 मेगावाट ऊर्जा ही प्राप्त हो पाती है, जो ऊर्जा सुरक्षा की स्थिति को और गम्भीर बनाती है। राज्य में लगभग 4800 मेगावाट क्षमता की जलविद्युत परियोजनाओं का निर्माण मुख्यतः पर्यावरणीय कारणों से विभिन्न मा० न्यायालयों अथवा अन्य स्तरों पर लम्बित है जिस कारण राज्य में उपलब्ध जल शक्ति का विकास न हो पाने के कारण राज्य में विद्युत की माँग एवं उपलब्धता का अन्तर लगातार बढ़ता जा रहा है।

मुख्यमंत्री ने कहा कि केन्द्रीय विद्युत प्राधिकरण, नई दिल्ली द्वारा इस वर्ष सम्पादित की गई Resource Adequacy Studies में भी उत्तराखण्ड राज्य के Energy Mix में वर्ष 2027-28 तक 1200 मेगावाट अतिरिक्त विद्युत कोयला आधारित तापीय संयत्रों से प्राप्त किये जाने की संस्तुति की गई है।

आगामी पाँच वर्षों में राज्य की आर्थिकी को दोगुना करने का लक्ष्य है। इस लक्ष्य की प्राप्ति हेतु राज्य के आधारभूत ढ़ाँचे में व्यापक वृद्धि की जानी है, जिसमें राज्य में औद्योगिकीकरण, सेवा क्षेत्र जिसमें पर्यटन से जुड़ा आधारभूत ढाँचा मुख्य है, कृषि एवं वानिकी तथा शिक्षा आदि क्षेत्रों में मुख्य रूप से निवेश आकर्षित हो रहा है, जिसके फलस्वरूप निकट भविष्य में विद्युत की मांग में तेज वृद्धि अपेक्षित है।

मुख्यमंत्री ने केंद्रीय मंत्री से राज्य की बेस लोड की आवश्यकताओं को पूर्ण किये जाने और विद्युत की मांग तथा उपलब्धता के अन्तर को कम किये जाने के लिए केन्द्रीय तापीय संयंत्रों से 500 मेगावाट अतिरिक्त विद्युत आपूर्ति उत्तराखण्ड राज्य को स्थायी रूप से आवंटित किये जाने का अनुमोदन प्रदान करने का अनुरोध किया।
